Users should be able to delete PPA packages manually

Bug Description

I seem to recall this functionality being something that was supposed to be around a couple of months ago, but it still seems to not be here. The procedure for the moment seems to be to ask a question in Answers, but that is not intuitive and if there are mistakes made on packages, it is cumbersome to clean up in this way.

Launchpad should be able to enable users to remove packages from their own PPAs, without relying on someone else to do the purging for them.
