main "report a bug" page should provide a link to the package's bug page

Bug Description
Scenario: Go to bugs.launchpad.net, hit "report a bug". Select a distribution and enter a package. Type in a description, and hit "continue".
What happens: Launchpad returns a list of similar bugs under the heading "Is the bug you’re reporting one of these?"
What should happen: Launchpad should also provide a link to the package's bug page, with text like "Browse all bugs in /packagename/ (Distribution)". This link could go under actions (which is otherwise nearly empty), or just after the "Subscribe to Bug Report" button.
