Changelog entry for version 1:2.3.1-1:
  * debian/control.in, debian/rules:
    - put libdba680l?.so into a -base-core package. Make -base, -writer and
      -calc depend on it (closes: #381083)

Add a "Conflicts/Replaces: openoffice-org-base (<< 1:2.3.1-1)" for openoffice.org-base-core should fix this issue.

No.

The file openoffice.org-base-core is trying to overwrite is from old openoffice.org-core, not openoffice.org-base.

There actually seems to be a workaround for this bug. Removing OpenOffice.org Calc (and OpenOffice.org Base, if it is installed) prior to performing an update leads to flawless update of all the rest components. After the update succeeded it is safe to install Calc (and Base, if needed) back.
