This bug was fixed in the package ibus - 1.5.19-1ubuntu4

---------------
ibus (1.5.19-1ubuntu4) eoan; urgency=medium

  * debian/patches/ubuntu-title-update.patch:
    - remove that distro patch changing the "do you want to start ibus"
      dialog. It's not needed/useful under Ubuntu/GNOME session since ibus
      is required and autostarted there. The instructions were also
      outdated and incorrect for GNOME and the string used was not
      correctly escaped and showing buggy (lp: #1827365)
