Bug Description
I faced the bug using `msiextract` tool from `msitools` package that relies on `libgcab`.
Someone already reported the bug on msitools side, there is reproduceable steps there:

They said the bug is in libgcab, it was already reported and upstream seams to be fixed now:

I see the libgcab package is currently the same in disco and eoan:

It would be good to get the fix imported into Ubuntu before eoan release, and if possible, backported to disco.
