Drop python3-flake8 build-dep on trusty

Bug Description

In trusty, python3-flake8 is in universe, and back then (trusty times) it wasn't allowed to have such a build dependency even if the final result didn't depend on the universe package.

In this case, it's used to run a flake8 check at package build time, so it indeed doesn't grow a dependency on the universe package, but it's still not allowed for trusty.

Accepted ubuntu-advantage-tools into trusty-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu-advantage-tools/19.6~ubuntu14.04.2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-trusty to verification-done-trusty. The package https://launchpad.net/ubuntu/+source/ubuntu-advantage-tools/19.6~ubuntu14.04.3 built just fine, confirming the fix.
