txlongpoll and oops-amqp: python2 only, Ubuntu-specific, unmaintained and depends on removed packages

Bug Description

python-txlongpoll depends on python-oops-amqp, which depends on python-amqplib, which has been dropped from Debian unstable as part of the python2 deprecation. Neither of these packages have seen an upload since trusty, 5 years ago, and they have no other reverse-dependencies in the archive.

Either someone needs to upload a python3 version of these packages in the next week or so, or they will be removed from the archive for focal.

If they do get removed, they can always be added back later if someone decides to reupload them.
