dcut shouldn't pretend to work for Ubuntu

Bug Description

Binary package hint: dput

The Ubuntu, PPA, and REVU queues all ignore submitted dcut commands. dcut should be aware of this, and not upload the commands files.

The attached debdiff has been tested against the default host (ubuntu), revu, and mentors. It provides the error in the first two cases, and works fine in the last. Improvements to the wording of the error message would be welcome.
