Bug Description

[SRU Justification]

[Impact]
Some WLANs do not appear in the scanned list due to the lack of 22/33 Mbps Bitrates supported.

[Fix]
Following changes required with modifications to fix such errors:
* commit 69765eb288a8 ("fix naming of physical layer for 22MB and 33MB data rates") from https://github.com/tomaspinho/rtl8821ce.

[Test Case]
Use `iw list` to check if "22 Mbps" and "33 Mbps" appear in the supported list.

[Regression Potential]
Low. This adds two more bit rates that are supported by the hardware.

After the recent update of the rtl8821ce-dkms package (5.5.2.1-0ubuntu3), some SSIDs aren't found anymore especially the SSIDs from the ISP Free.

rtl8821ce-dkms version: 5.2.5.2.1.30816.20190425-0ubuntu1 (5.5.2.1-0ubuntu3~19.10.1 doesn't work)

What is expected to happen:

Every SSIDs should be found

Apparently, a fix has been found to this bug on the repository tomaspinho/rtl8821ce.

Is it possible to update Ubuntu's package before the upcoming release of Ubuntu 20.04 ?

Accepted rtl8821ce into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/rtl8821ce/5.5.2.1-0ubuntu4~20.04.2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-focal to verification-done-focal. After the installation and some usage of this driver, I can confirm that this release (5.5.2.1-0ubuntu4~20.04.2) of the package has fixed the bug. I can now see the missing WLANs.

The following successful tests have been made:

- Connecting and disconnecting from the WLAN
- Browsing the Internet
- Closing and opening the wireless interface
