Bug-reporting guidelines presentation is unsightly

Bug Description

<https://bugs.launchpad.net/ubuntu/+filebug> features a huge yellow box with a dark grey border, telling you to include information that you can't possibly include because the page is asking only for a bug summary, not a description.

The bug-reporting guidelines should not appear in a colored box with a border, and they should be directly underneath the field that they're relevant to, i.e. the description field.

It would also be helpful to label the guidelines (both in the bug-reporting page, and in the field for editing them) something like "Bug reports about <name of software> should include:" That would encourage maintainers to make the guidelines a concise list of things to include.

Fixed in mainline, r5712. I've contacted Brian Murray about altering the Ubuntu bug-reporting guidelines to suit their new placement.
