Bug Description
Binary package hint: update-manager-core
A new update-manager-core package was uploaded to dapper-proposed that makes server upgrades from dapper to hardy possible. Please accept as a SRU.
TEST CASE:
1. install update-manager-core from dapper-proposed
2. run do-release-upgrade -d
3. verify that a option to upgrade from dapper to hardy appears on the terminal

In it's current form, this package will not build on dapper. It depends upon python-central which was introduced in edgy. This can be resolved by managing the package with python-support instead. Attached is a patch to switch the uploaded update-manager-core to python-support.
