Bug Description
Run Calc -> drag two fingers up, down, left or right slowly.
Expected behaviour: content pans in the direction of movement
Observed behaviour: no effect on viewport, sometimes at all, sometimes after a sufficiently long drag, the viewport jumps/snaps to a different part of the document, as if the entire "accumulated" movement happened at once
The behaviour is easily reproducible in Calc and Draw, but does not happen in Writer. Other applications (e.g. Firefox, Nautilus, GVim...) work as expected, scrolling smoothly as fingers slide along the touchpad.

We reviewed the rls incoming nomination and decided while the issue is worth investigating and fixing it's not important enough at this point to be nominated as a rls target, marked as rls-bb-notfixing
