Bug Description
If a project isn't set to use Launchpad for translations or bug tracking, we should make it incredibly easy for the project owner to enable them.
When the project owner visits their project's overview page, there should be two obvious buttons. One should say, "Enable bug tracker" and the other "Enable translations".
