"I don't know" refused when reporting a bug

Bug Description

When reporting a bug via page https://launchpad.net/ubuntu/+filebug
and selecting "I don't know" under "In what package did you find this bug?"
then I get an error when submitting. I must select and enter a package name.

If "I don't know" is not an acceptable option, then it should not be listed/selectable in the bug report from.

David, I wasn't able to reproduce this problem on our test server, <https://staging.launchpad.net/ubuntu/+filebug>. Can you? If so, what is the exact error message you receive?

staging has some problems right now, but I discovered this :

 - using IE 7 I could not reproduce the problem on https://launchpad.net/ubuntu/+filebug. I files bug 192862. I thought it will be rejected, sorry for spam.

 - both on https://launchpad.net/ubuntu/+filebug and https://staging.launchpad.net/ubuntu/+filebug the enter key in the "Summary:" text field does not work right when using IE7. First there is some page loading activity for a few seconds, then it stops and the same page is still displayed. The only way forward is to click the "Continue" button. In Firefox, "enter" works fine.

 - IE7 reports script errors on the bug page, when clickin on the status :

Don't worry about any bug reports you submit on staging.launchpad.net: it's a test server, and anything you submit is discarded after a day or so.

The Enter key doing the wrong thing is bug 164625. I'm pretty sure that won't be related to the "I don't know" problem.

If neither of us is able to reproduce the "I don't know" problem, then probably we won't be able to fix it.
