Bug Description
Expected workflow:
1) Add access rule to a snapshot
$ manila access-allow snapshot1 ip 0.0.0.0 --wait
<CLI waits on the the access rule to transition to "active" state" before returning to the prompt>
2) Deny access to a snapshot
$ manila access-deny snapshot1 f7320b78-
<CLI waits for access rule to be removed from the snapshot before returning to the prompt>
