Nvidia driver is marked as "free" on first installation before "apt update"

Bug Description

This may be a duplicate of bug #1514057 (close it in case), but without any PPA and just after installing Ubuntu in a new partition.

Followed this ISO testing script (so installed without connection):
 - http://iso.qa.ubuntu.com/qatracker/milestones/413/builds/221687/testcases/1718/results

Once installed, I noticed the nvidia driver was marked as "free": https://i.imgur.com/RTA1VmD.png

More detailed report from ubuntu-drivers was:

    - Expect a xorg conf file to be created in on-demand
      mode (11-nvidia-offload.conf) in the test suite.
    - Fix test cases now that nvidia is marked as non-free.
