Bug Description
Steps to reproduce:
1a. install Ubuntu MATE 21.04 using non-english setup language
1b. install Ubuntu MATE 21.04 using english setup language, then add second language and reboot
1c. install Ubuntu MATE 21.04 using OEM mode, then select non-english language for end-user
2. login to the freshly installed system
Expected results:
* MATE Panel shows single keyboard layout indicator
Actual results:
* MATE Panel show two keyboard layout indicators - from MATE Control Center and from ayatana-
Note: to keep previous user experience I think that we need to black-list ayatana-
