Bug Description
While working to resolve update-excuses for lvm2 vs cloud-utils, I observed that cloud-utils has a flaky test test-growpart-lvm.
Recently, changes have been made to test-growpart, and porting those over to here seem to help.
Symptom:
delpart: failed to remove partition: Device or resource busy

Direct invocation of the test in a VM was only a 15% error rate, but I could hit it 100% of the time with an autopkgtest qemu loop.
