Bug Description
When someone maintains no packages, they still have a "Package maintenance report" (e.g. <https:/
In this case the page should contain some explanatory text, e.g. "Matthew Paul Thomas doesn't maintain any packages that Launchpad knows about".

It may save time to fix this bug at the same time as (parts of) bug 35335.
