"Latest bugs touched" should show who touched the bug not who reported it

Bug Description

The "Last bugs touched" section on pages like https://bugs.edge.launchpad.net/malone currently show the reporter and the date when the bug was reported. But I think when you look at this section you are interested in who touched the bug last and especially when.

This is not a duplicate of bug 105105, but fixing this bug would also fix that bug, in that we would no longer be displaying the (supposed) reporter of each bug.
