The rust packages in Debian use a complicated Provides system and none of my usual ways to look up reverse dependencies handle dependencies on those provided names. There are about 22 names to look up. You could probably pipe them all to `apt-cache showpkg ` . Sorry, I haven't done this.

Looking at the rustls package vs upstream that a new upstream release would also unblock -proposed, as the new dependencies seem to be available. The version in -proposed (as well as unstable) were last updated (upstream) in the middle of 2020.
