Bug Description

  * Merge from Debian unstable. Remaining changes:
    - Enable testsuite during build.
    - Build with zstd compression enabled.
    - Install ubuntu-specific depmod.d and modprobe.d contents.

Note that 28-ubuntu5 is only a no-change rebuild.
