Bug Description

After an apt upgrade, if needrestart attempts to restart hciuart.service (the service defined by pi-bluetooth which calls the btuart initialization script), it results in the built-in bluetooth adpater failing until the next reboot. As various bluetooth and networking services are already ignored in /etc/needrestart/needrestart.conf, the pi-bluetooth package should define an override for its hciuart.service in /etc/needrestart/conf.d
