Not clear enough that lack of confirmed address won't get any e-mail

Bug Description
As pointed out in bug 50, we don't make it clear that someone without a confirmed e-mail address won't receive bug notifications etc. This should be achieved in two ways:
(1) an extra sentence in the e-mail addresses page
(2) a "[?]" icon, overriding the icon the person would normally have, whenever that person is linked to in any Launchpad page.
Part (1) should probably be fixed at the same time as bug 1953.
