Bug Description
Hi,
The Wacom X driver has a new Debian maintainer now, so the package has seen some janitorial changes to the packaging, plus a new upstream release.
We currently have 0.39.0, 0.40.0 added some new device support:

This release of xf86-input-wacom provides bugfixes and improved support for several Wacom products. In particular, the "pan" action now behaves more appropriately in relative mode and heavy multi-touch use should no longer cause strange touch behavior. This release also adds support for the softkeys which some Cintiq models provide, although additional work in XKB and the desktop environment is necessary for them to be fully functional.

Instead of listing all the commits between 0.40.0 and 1.0.0, a blog post explaining the 1.0.0 release might be more appropriate:

So in summary, the driver has been refactored to allow easier debugging and testing. There shouldn't be user-visible changes in it.
I've tested 1.0.0 on an Intuos 5m, and it's working fine.
Looking at the changes, it's a huge list. As you mentioned (and as mentioned by the blogpost), those are mostly refactoring changes, but this means there's a lot of risk of introducing accidental regressions. Especially SO LATE in the cycle.
Normally I'd be against accepting it, but since in theory this does not break FF (as there are no features and, at least in theory, no ABI/API is broken), let's check up with the Desktop team if they would be fine with such 'probably slightly somewhat risky' upload a week before Final Freeze.
