Panel layouts are not correctly loaded when mate-tweak is invoked via its API

Bug Description

When mate-tweak is called via its API to change panel layout (via Ubuntu MATE Welcome for example) the panel is not correctly loaded. In fact, the panel is entirely absent following the switch.
