There is a new bugfix release in the stable 3.0.x series.

libsoup3 is not in main for Ubuntu 22.04 LTS.
It is only used by these apps:
gnome-shell-extension-manager
epiphany-browser
osinfo-db-tools (specifically the osinfo-db-import tool. That tool is very specialized and I don't have a test case for it)

Test Case
---------
Install the update
Install gnome-shell-extension-manager
Verify that you can install a GNOME Shell extension
Install epiphany-browser
Verify that you can visit https://www.ubuntu.com/ and https://www.youtube.com/ and the sites function normally.

What Could Go Wrong
-------------------
libsoup3 is a library to allow GTK apps to access online services (for instance via HTTPS). If there is a bug in this update, those apps may be unable to access the online services they need to function.

libsoup3 is part of core GNOME and is listed in the proposed update to the microrelease exception.

Accepted libsoup3 into jammy-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/libsoup3/3.0.7-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-jammy to verification-done-jammy. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-jammy. On a Jammy VM, I installed the update via jammy-proposed, pulling 3.0.7-0ubuntu1.

I installed gnome-shell-extension-manager, opened it and installed extension-list, which showed up in the top panel and works properly.

I then installed epiphany-browser and ensured that websites would load normally.
