There is a new bugfix release in the stable 3.0.x series.

libsoup3 is not in main for Ubuntu 22.04 LTS.
It is only used by these apps:
gnome-shell-
epiphany-browser
osinfo-db-tools (specifically the osinfo-db-import tool. That tool is very specialized and I don't have a test case for it)

What Could Go Wrong

libsoup3 is a library to allow GTK apps to access online services (for instance via HTTPS). If there is a bug in this update, those apps may be unable to access the online services they need to function.
libsoup3 is part of core GNOME and is listed in the proposed update to the microrelease exception.
