Bug Description
Rather than Incomplete bugs should be able to be marked as "Needs Info". Needs Info is clearer and seems more friendly than Incomplete, especially to new bug reporters.

Incomplete used to be called Needs Info, but that caused some people (even some Launchpad developers) to misuse it. They would, quite understandably, mark a bug report as Needs Info when they were asking for info from one of their colleagues on how to fix the bug. But that would cause others to disregard the bug report (and, nowadays, would cause it to expire!) despite the bug report being valid and fully described. So, I disagree that "Needs Info" is clearer than "Incomplete".
