autopkgtest fails with new postgresql-{10,12} on Bionic/Focal

pgq's and pgq-node's autopkgtests are failing with the (upcoming) new release of postgresql-10 on Bionic (10.22-0ubuntu0.18.04.1) and postgresql-12 on Focal (12.12-0ubuntu0.20.04.1):
