Please remove bcolz 1.2.1+ds2-8build1 from lunar

Bug Description

bcolz fails to build from source against numpy 1.24. Although we could consider fixing the build, the project is now unmaintained upstream:

Debian already proceeded with the removal of bcolz from unstable:

https://tracker.debian.org/news/1415458/removed-121ds2-8-from-unstable/

I suggest that we do the same to unlock the numpy transition

Dask upstream has deprecated the use of bcolz:
