Bug Description

Evergreen 3.9+

Patch https://bugs.launchpad.net/evergreen/+bug/1992490 introduced a bug that is causing the OPAC messages page not to load. Correction coming here momentarily.

Terran, this is a duplicate of bug 2008925. There are other templates that should be repaired.

I have a patch just like yours in the branch that I am working on plus improvements to some of the other templates.
