[FFe] Depend on pcs and suggest crmsh

Bug Description

As we are promoting pcs to main this cycle (LP: #1953341), we need to pull pcs into main via pacemaker. The change I am proposing here is very simple: instead of depending on crmsh and suggesting pcs, let's swap them and depend on pcs and suggest crmsh. The diff can be seen here in this MP:

We still want crmsh in main in 23.10, to keep it there I made the following seeds change:

Once the 23.10 cycle starts we will be demoting it to universe.
