Bug Description

Our -proposed pockets for lunar and later set NotAutomatic, which means apt will by default not pull packages from -proposed without additional configuration.

This breaks the intent of running builds with PROPOSED=1 in the environment.

See https://lists.ubuntu.com/archives/ubuntu-devel/2022-November/042346.html for more information.

---------------
livecd-rootfs (2.823) lunar; urgency=medium

  * Update infinite_scream URL to mastodon
  * Make PROPOSED=1 builds work with NotAutomatic (lunar and later).
    LP: #2016022.
