Bug Description
Our -proposed pockets for lunar and later set NotAutomatic, which means apt will by default not pull packages from -proposed without additional configuration.
This breaks the intent of running builds with PROPOSED=1 in the environment.

* Make PROPOSED=1 builds work with NotAutomatic (lunar and later).
