Upgrade is needed for openjdk-21 update as it now requires jtreg 7.2

The reqression on openjdk-20 is minimal - a single test with a brittle assertion needs to be backported into openjdk-20[1]

If the fix is not integrated before July release, the issue can be either patched in packaging or test quarantined.
