Bug Description

Package ppc64el/s390x signing certs

For ease of using signed boot on opal & sipl platforms, package and expose the signing certificate in .pem format in the .deb packages and on the isos.

However, we currently don't sign ppc64el, and s390-tools key is the same as kernel, so maybe this reduces to just changes to s390-tools-signed alone.

Yes, I could find the 'ubuntu.pem' in the ISO image root folder starting with (current) mantic-live-server-s390x.iso 2023-09-28(.5).
