Entering target branch name doesn't auto-select "Other" radio button

Bug Description
1. On a branch page, click "Propose branch for merging".
2. Enter a branch name in the "Target branch:" > "Other:" field.
What happens: The "Other:" radio button remains unselected.
What should happen: The "Other:" radio button is automatically selected whenever the field changes from empty to non-empty.
Ideally the code that fixes this should be reusable for fixing bug 84908 and bug 99519.
