Clicking "Other:" when proposing merge should auto-focus branch field

Bug Description
1. On a branch page, click "Propose for merging".
2. Click the "Target branch: Other" radio button.
What happens: The radio button is checked.
What should happen: The radio button is checked, and the branch name field is automatically focused.
Ideally the fix for this bug should be reusable in fixing bug 134998 and bug 154606.
