Launchpad should not allow anyone editing the Status field

Bug Description

Launchpad bug Status can be edited by anyone, while it should only allow people having certain competences.
I.e. the report should only be able to choose new and invalid, anyone else should be able to reopen, and just maintainers should be allowed to choose "in progress", "fix commited", etc.
I.e. it seems I could release fixes for every bug in the system, or mark them all invalid. This cries for abuse and confusion.

Preventing people from confirming their own bug reports is bug 57854. Other than that, though, I'm not sure how this would work. Currently we let anyone change a bug's status, and that's an important way for volunteer contributors (especially beginning contributors) to help out with projects. For example, if a bug existed in version A and no longer exists in version B, it's legitimate for anyone to mark the bug as fixed, not just the maintainer. If we restricted this, how would projects learn which potential QA contributors *should* be granted access?
