Mantic cloud minimized images should not include recommended packages

Bug Description

The goal of the cloud minimized image changes in mantic to have the smallest functional Ubuntu cloud images possible while still meeting the criteria of an Ubuntu system and all the expectations that brings.

One of the goals was to not include recommended packages in these images and only to include the packages that are marked as dependencies.

Unfortunately this goal can't be 100% satisfied without introducing some more dependencies to the cloud-minimal seed @ https://ubuntu-archive-team.ubuntu.com/seeds/ubuntu.mantic/cloud-minimal which were previously recommends but are actually required.

This bug is to track the work to remove recommends and add any required dependencies if those additions are required to be made in livecd-rootfs and not in the seed definitions.
