[FFe] Add new packages for previous Xubuntu wallpaper releases

I'm not certain if a Feature Freeze Exception is required for this, so please let me know.

For Mantic, the Xubuntu team would like to make past wallpaper releases available in the archive. At the same time, we'll be reducing the number of wallpapers installed on the Xubuntu Desktop and Minimal images.

Today, we have a single xubuntu-wallpapers package that includes every release wallpaper since Xenial:

- usr/share/xfce4/backdrops/xubuntu-yakkety.png

This new upload will change the structure to split past releases by development cycle and introduce new packages, including some older releases. The current LTS development cycle wallpapers, development wallpaper, and current release wallpaper will always be included in the xubuntu-wallpapers package.
