Bug Description

autopkgtest fails on armhf: https://autopkgtest.ubuntu.com/results/autopkgtest-noble/noble/armhf/i/ignition-cmake/20231226_121646_6ef1c@/log.gz

Seems like the CMake command runs fine, but some innocuous output on stderr is
making the test fail.

This patch adds "allow-stderr" to "Restrictions:" in d/t/control to allows innocuous output on stderr.

Test against PPA build now passes: https://autopkgtest.ubuntu.com/results/autopkgtest-noble-mkukri-dev/noble/armhf/i/ignition-cmake/20240108_133607_c77e2@/log.gz
