Bug Description

During the recent test rebuilds, one of the rebuild configurations was against a snapshot of the upcoming glibc 2.39.

dolphin-emu failed to build in that configuration with the error.

make[3]: *** [Source/Core/Core/CMakeFiles/core.dir/build.make:1451: Source/Core/Core/CMakeFiles/core.dir/HW/EXI/EXI_DeviceEthernet.cpp.o] Error 1

This has been confirmed locally with a more recent snapshot.

    Replace IP_PROTOCOL with IPV4_ETHERTYPE to avoid conflict with
