SRU Justification
[Impact]
The source layout of cifs has changed from fs/cifs to fs/smb/client. Therefore the modules has gone missing from linux-modules, but can be found in linux-modules-

Add fs/smb/* to the inclusion list (debian.
[Test Plan]
List files in the linux-modules package and verify that cifs.ko is there.
[Regression potential]
The regression potential is very low since we are provably moving a module to its original package.
