Bug Description

octave-statistics is uninstallable on Noble after the armhf time_t transition:

262s The following packages have unmet dependencies:
263s autopkgtest-satdep : Depends: octave-statistics but it is not going to be installed
263s Depends: octave-statistics-common but it is not installable

It seems like this package was not built on most architectures due to dh_dwz unable to compress the debug symbols:

dwz: Couldn't find DIE at DW_FORM_ref_addr offset 0x5b02

This was overridden to be ignored in a previous upload [1], so I am going to re-instate that change.
