Fixed to dapper-updates too with this upload:

 dia (0.94.0-17.1ubuntu4) dapper-updates; urgency=low
 .
   * debian/patches/11_fix_navigation_button.dpatch:
     - patch from upstream CVS, fix navigation button not crashing or working
       correctly (Ubuntu: #20778)
