ufw should use /etc/services for the protocol too

Bug Description

Binary package hint: ufw

ufw currently consults /etc/services for the port, but not the protocol. It should use /etc/services for the protocol when specifying a service by name.

    - src/ufw added get_services_proto() and adjust process_args() to use it

    - tests added and updated for verification
  * bump version
