Wrong keyboard layout after LTS upgrade

Bug Description

After LTS upgrade There was one problem. Keyboard layout is wrong. It was finnish layout. Now it's us. Language was also english but it's different issue and easy to correct. Otherwise upgrade was very succesful and easy.

It isn't possible to switch layout with gnome-keyboard-properties. Picture attached.

Layout is wrong in gnome and in virtual terminals.
sudo dpkg-reconfigure console-data lets to select correct layout but it resets after reboot.

It is fixed.

I think it was duplicate of bug #213973. Is bug #213986 duplicate of bug #213973 also or is it separate bug?

I don't think it is fixed.
Since the LTS upgrade gnome lost the ability to store the correct keyboard settings although they look ok in the Keyboard Preferences window.
Everytime I log in I have to go to keyboard preferences and click on Keyboard model, change the model from Generic 105-key to another one and then back to Generic 105-key (my setting).

This is not a serious bug but it is very annoying having to change the keyboard settings every time after logging in...

Confirm. Same behaviour with Ubuntu LTS 8.04. Keyboard starts with US-Layout after Reboot. One has to change manually to "de_DE".

Maybe putting "setxkbmap -model pc105 -layout de -variant basic" into "rc.local" could be a workaround, bit I didn't test it yet.

Ok, that was easy. Open file "/etc/X11/xorg.conf", change

Option "XkbLayout" "us"

to

Option "XkbLayout" "de"

Or the shortcut of your country.
If you don't have Root priviliges, add

setxkbmap -model pc105 -layout de -variant basic

to the end of "/home/user/.profile"

I'm not using Ubuntu right now. It really was a strange problem and I
didn't get to discover what was causing it.
I do remember, however, that a new install didn't have the problem. It
was somehow caused by doing the upgrade.

I'me planning to try the latest version sometime soon.
