Bug Description
At least 95% of the time, people don't need to attach a file when reporting a bug. But the attachment form is visible by default, even on the simple bug-reporting page. This makes the page longer, and contributes to (but is not the sole cause of) bug 209679.
I suggest putting the attachment controls in an expandable "Attach a file" section that is collapsed by default.
