Allow blueprints to be registered on more than one project

Bug Description

I think it's better to put instead of "Retarget" a "Also in project" (or something similar) which should work like "Also affects" in Malone.
Maybe related to bug #3552.

For example, better handling of crash reports in Ubuntu might require work in apport, in Launchpad, and in a separate crash database. It would be a single feature, but its implementation would benefit from being tracked in multiple places.
