ubuntu-desktop: gimp-python should be recommends

Bug Description
ubuntu-desktop currently lists gimp-python as Depends, while gimp is Recommends. gimp-python depends on gimp, however, so listing gimp as Recommends isn't useful - gimp will always be installed.
gimp-python should be Recommends so that gimp can be left off the system.
